Blur or solid block, which should I use?
Either, as long as the characters cannot be read. A strong blur looks natural in a listing; a solid block is the most certain. A light blur can sometimes be sharpened back, so the tool blurs strongly.
Can it blur a license plate in a video?
No. The tool works on photos (JPG, PNG, WebP, HEIC). For video, use the blur or mosaic tool in your video editor.
